NAPOLCOM R3 Calls on Youth Leaders to Lead with Integrity at NU Baliwag NSTP-CWTS 4th Commencement Exercises

Recognizing the role of youth in nation-building, National Police Commission Region 3 (NAPOLCOM R3) Director Evangeline R. Almirante called on youth leaders to moral leadership and responsible citizenship during the 4th Commencement Exercises of National Service Training Program – Civic Welfare Training Service (NSTP-CWTS) at the National Univesity-Baliuag Campus, Bulacan, on February 25, 2026.

With the theme “Service with Integrity: Strengthening the Nation Amid Challenging Times,”, Dir. Almirante served as the Guest of Honor and Speaker during the ceremony. In her keynote address, Dir. Almirante emphasized the critical role of integrity in public service and nation-building.

“The NSTP-CWTS program is rooted in the belief that nation-building is not reserved for uniformed personnel alone — it belongs to every citizen,” Director Almirante expressed. “Integrity is doing what is right even when no one is watching. Integrity is choosing truth over convenience. Integrity is serving not for applause, but for purpose. And today, you stand ready to serve.”, she said.

As she reminds the graduates that service goes beyond uniforms and titles, Dir. Almirante also reaffirms the mandate of the NAPOLCOM in ensuring a professional and accountable Philippine National Police (PNP) anchored on integrity and public trust.

The activity concluded with a renewed sense of purpose among the graduates as they step forward as partners in strengthening communities and contributing to a more just and peaceful society.

LOOK | On February 26, 2026, NAPOLCOM Commissioner Ralph Calinisan led a Command Visit and “Talk to Men” at the Bulacan Police Provincial Office (PPO), Camp Gen. Alejo S Santos, City of Malolos. He was welcomed by PCOL Angel L Garcillano, Provincial Director of Bulacan PPO.

The activity featured arrival honors and the unveiling of the KABALIKAT Hall, Sacred Hearts of Jesus and Mary Chapel, KABALIKAT Activity Center, and multipurpose lobby. This was followed by the awarding of commendations to Bulacan police officers for successfully solving sensational cases and demonstrating exemplary service. The awards were conferred by Commissioner Calinisan, together with Napolcom Centralluzon Regional Director Evangeline R. Almirante and PCOL Garcillano, recognizing their outstanding dedication and commitment to public service.

In his message as the Guest of Honor and Speaker, Commissioner Calinisan expressed his gratitude for the dedicated service of the men and women of the Bulacan PPO and affirmed that their efforts are recognized and valued.

“Kasama niyo ako. I understand how it is to be one with you. Gusto ko iparamdam sa lahat ng pulis na yung NAPOLCOM, kakampi niyo. Our NAPOLCOM is one with you. Kung meron mang isang tao sa buong history ng NAPOLCOM na may pinakamalaking malasakit sa inyo, ako po 'yun. We listen and, more importantly, we put ourselves doon sa sitwayson ng pulis. Ang pakiusap ko, let us serve our people.”

He also reiterated the Commission’s scholarship initiatives for the families of police personnel, underscoring continued support for their welfare and well-being.

2ND SERIES OF SERVICE EXCELLENCE TRAINING FOR CENTRAL LUZON DESK OFFICERS LAUNCHED

On February 25, 2026, the second series of the Filipino Brand of Service Excellence (FBSE) Training was successfully conducted at the Police Regional Office 3 (PRO3), Camp Olivas, City of San Fernando, Pampanga, following the successful rollout of its first batch last February 13 for the City Executive Senior Police Officers (CESPOs) in the region.

Led by the National Police Commission Region 3 (NAPOLCOM R3) under the leadership of Regional Director Evangeline R. Almirante, 62 designated Desk Officers from various police stations across the region were gathered and trained on FBSE that bespeaks of quality service excellence. “This initiative was spearheaded as a result of a strong partnership with the PRO3 and the Department of Tourism Region 3 (DOT3),” Dir. Almirante said. “Institutionalizing this program within the ranks of PNP will significantly elevate the standards of professionalism, accountability, and citizen-centered service in the Region, Dir. Almirante further expressed.

The activity was formally opened with a welcome message from PLCTCOL Jacquilline P. Puapo, Acting Chief of the Regional Learning and Doctrine Development Division. In her message, she underscored that FBSE serves as a reminder that policing is more than just enforcing the law. “FBSE reflects the true character of the Filipino public servant. It is about showing warmth without losing authority, extending courtesy without compromising discipline, and demonstrating professionalism anchored on respect”, Puapo stressed.

Serving as the resource speaker was Ms. Ma. Lucilia Galang, FBSE Master Trainer, who shared valuable insights on delivering service with excellence rooted in Filipino values.

Cognizant of the importance of the FBSE that teaches beyond simple customer service, the NAPOLCOM R3, PRO3 and the DOT hope to strengthen public trust and confidence in Central Luzon. The third rollout of FBSE for Central Luzon police officers will be scheduled in March 2026.

COORDINATION MEETING WITH NAPOLCOM COMMISSIONER PBGEN JOSEPHUS B. ANGAN (RET.)

NAPOLCOM CAR Regional Director Atty. George Aplas D. Daskeo, CESO IV, warmly welcomed Commissioner PBGEN Josephus B. Angan (Ret.) for a coordination meeting and official visit at the NAPOLCOM CAR Regional Office on February 23, 2026. Also present during the meeting was PCOL Ledon D. Monte, PRO CAR Deputy Regional Director for Operations, Atty. Costa Joy G. Anniban, Chief of the Technical Services Division, and Atty. Michelle B. Gayagay-Lee. NAPOLCOM Baguio City Officer.

The coordination meeting served as a vital platform to strengthen collaboration and align regional initiatives with national directives. Significantly, it also reaffirmed NAPOLCOM’s commitment to unity, cooperation, and strengthened institutional partnerships in promoting effective police administration and community and service-oriented policing.

READ | PRESS RELEASE: NAPOLCOM, CIDG Present Norman Mangusin; Charged with Cyber-Related Unjust Vexation

The National Police Commission (NAPOLCOM), together with the Philippine National Police – Criminal Investigation and Detection Group (PNP-CIDG), presented Norman Mangusin, also known as Francis Leo Marcos, during a press briefing held today at the CIDG Headquarters, Camp Crame, Quezon City, following his arrest by virtue of a warrant issued by the Regional Trial Court, Branch 294, Parañaque City.

Mangusin is charged with twelve (12) counts of Violation of Article 287 (Unjust Vexation) of the Revised Penal Code, in relation to Section 6 of Republic Act No. 10175, or the Cybercrime Prevention Act of 2012.

Prior to the arrest, NAPOLCOM, under the leadership of Commissioner Ralph Calinisan, coordinated closely with CIDG regarding Mangusin’s unauthorized use of a police uniform and other serious matters uncovered during validation. These include issues involving his alleged use of multiple names and identification documents, as well as the reported existence of unauthorized security personnel.

In connection with these findings, NAPOLCOM formally transmitted communications to the Department of Foreign Affairs (DFA) and the Philippine Statistics Authority (PSA) requesting verification of records and possible investigation into identification documents attributed to Mangusin that may have been fraudulently obtained.

Commissioner Calinisan emphasized that the Commission will exhaust all legal and administrative remedies necessary to protect institutional integrity. “Hindi ito simpleng usapin. Kapag may panlilinlang, pag-abuso sa sistema, o paggamit ng huwad na pagkakakilanlan, pananagutin natin. Walang puwang ang pagpapanggap at panloloko sa ilalim ng batas.”

He further underscored that the arrest reflects the government’s firm commitment to uphold the rule of law. “Ang batas ay iisa para sa lahat. Ang sinumang lumabag, lalo na kung ang kilos ay may epekto sa tiwala ng publiko, ay haharap sa kaukulang proseso at pananagutan. We are doing this for the Filipino people. May hustisya sa NAPOLCOM.”

NAPOLCOM reiterated that it will continue to work closely with the PNP and other concerned agencies to ensure a thorough investigation and accountability under the law.


NAPOLCOM R3 HIGHLIGHTS

UNITED FOR STRONGER, SAFER COMMUNITIES IN CENTRAL LUZON

NAPOLCOM Regional Director Evangeline R. Almirante joined the First Quarter Meeting of the Regional Law Enforcement Coordinating Committee 3 (RLECC 3) and the Joint Anti-Bank Robbery and Cybercrime Coordinating Committee 3 (JABRACCC 3), on February 23, 2026, held at the Police Regional Office No. 3 Multi-Purpose Hall.

The meeting highlighted the progress of intensified law enforcement operations. Among the major updates presented was the continuous campaign against modified and illegal mufflers that disturb communities and compromise road safety. From June 19, 2025 to February 22, 2026, a total of 5,227 confiscated mufflers have already been destroyed across various units, an additional 3,005 set for destruction — a clear message that violations affecting public order will not be tolerated.

Authorities also accounted for more than 4,000 seized loose and illegal firearms recovered through sustained operations. These firearms, once posing serious threats to community safety, are now securely under control — a testament to the region’s relentless efforts against criminality.

In her message Dir. Almirante stressed that the regular convening of the joint RLECC 3 and JABRACCC 3 is a reaffirmation of the collective commitment to safeguarding our communities against crime in an increasingly nameless, faceless, borderless, and evolving law enforcement landscape. She also presented the audio-visual presentation of the 2026 National Crime Prevention Program highlighting the five (5) key crime prevention strategies namely; Key Strategy 1 – Strengthening Community-Based Crime Prevention Initiatives; Key Strategy 2 - Modernizing Tools, Technologies, and Digital Systems; Key Strategy 3 - Enhancing Law Enforcement Capacity and Professionalization; Key Strategy 4 - Establishing a Crime Prevention Knowledge Management Program; and Key Strategy 5 – Improving Criminal Justice Coordination and System Integration.

PBGen Ponce Rogelio I. Peñones Jr., Regional Director, Police Regional Office No. 3 underscored that these accomplishments reflect the power of coordinated governance and shared responsibility among agencies. He emphasized that meaningful results are achieved through a whole-of-government approach, strengthened by partnerships within RLECC 3, JABRACCC 3, and allied agencies.

The joint meeting reinforced the shared commitment of all member-agencies — including NAPOLCOM — to sustain coordinated enforcement efforts and deliver concrete actions that ensure safer roads, secure communities, and lasting peace throughout Central Luzon.

LOOK | NAPOLCOM took part in the DILG Media Forum on January 29, 2026, with Commissioner Josephus G. Angan who represented the Commission in the “DILG KAPIHAN: Talakayan sa Komunidad at Pamahalaang Lokal” at the Heroes' Hall, Philippine Public Safety College, Quezon City.

The forum discussed the priority programs, projects, and activities, as well as the accomplishments of the participating agencies, in line with their respective mandates. Commissioner Angan likewise highlighted NAPOLCOM’s accomplishments, including the attainment of zero case backlog, and the Commission’s continued commitment to reform initiatives and public service.

In his message, Commissioner Angan affirmed: “Makakaasa ang taong-bayan ng isang magagaling, disiplinado, at dedicated yung serbisyo ng ating kapulisan.”

LOOK | On January 29, 2026, NAPOLCOM Commissioner Ralph Calinisan graced the “Salamat Kapatid” Retirement Ceremony held at the Mangubat Auditorium, PNPGH Building, Camp BGen Rafael T. Crame, Quezon City, honoring the dedicated service of a retiring police officer of the PNP Health Service.

The ceremony was presided over by PBGEN Portia B Manalad, Acting Director of the PNP Health Service, who led the formal rites recognizing PCOL Jesus S Ostrea III, Chief of the Nursing Division, for his years of committed, competent, and compassionate service to the police organization and to the Filipino people.

READ PRESS RELEASE | Calinisan Names Atong Ang as the "Sabong Boss” Who Attempted to Influence NAPOLCOM's Probe vs Cops

National Police Commission (NAPOLCOM) Chief, Commissioner Ralph Calinisan, publicly named businessman Atong Ang as the alleged “sabong boss” who attempted to interfere in the investigation involving police officers linked to the disappearance of several sabungeros.

Previously, in July 2025, Calinisan disclosed two groups sought to interfere with the NAPOLCOM's probe involving 12 active members of the Philippine National Police (PNP). The first one being a "sabong boss" and another linked to a local government executive. He said all attempts at intervention were firmly rejected, in line with President Ferdinand R. Marcos Jr.’s directive to ensure there are no cover-ups and that all leads are pursued.

Commissioner Calinisan now confirmed that the "sabong boss" he referred to previously was Atong Ang, who allegedly attempted to intercede through a person personally close to Calinisan, an act the NAPOLCOM Chief said raised serious concern over undue interest in the case. He stressed that the Commission remains impervious to pressure, regardless of wealth or influence.

“Sa totoo lang, nainsulto ako nung sinubukan akong aregluhin. Kahit maraming pera ang kampo ni Atong Ang, hindi nila tayo kayang bayaran. Atong Ang himself made that call to someone very close to me. Ang tanong, bakit nya kailangang abugaduhin ang "mga pulis nya" sa akin? Why does he have an interest in this case at sya mismo ang tatawag dun sa taong very close sa akin? That call says a lot. May sarili akong utak, hindi ako kayang aregluhin. Hindi ako kayang bayaran. Justice is not for sale," Calinisan said.

"I am disclosing this now, in the spirit of transparency. Heto ang tamang oras para ilahad ko ang detalyeng ito, dahil tapos na kaso namin sa mga pulis na involved," Calinisan added.

Calinisan disclosed that Ang called the person very close to Calinisan last July 12, 2025. This was after Alyas Totoy expressed his desire to file his Complaint against the errant cops with NAPOLCOM, and which he later on did last July 14, 2025. Afterwards, in spite of Ang's intervention, the NAPOLCOM IMIS (Inspection Monitoring and Investigation Service) still filed the Formal Charge against the respondent policemen last July 29, 2025.

Recently, the NAPOLCOM announced the dismissal from the police service of 11 police officers and recommended that the involved police general be dismissed from the service. Calinisan emphasized that accountability is being enforced through evidence-based and due-process-driven proceedings.

“Para malinaw, ang NAPOLCOM bilang Pulis ng Pulis, tutugisin at uusigin namin ang sinumang pulis na umabuso sa kapangyarihan. Walang sinuman ang higit sa batas, at ang tiwala ng taumbayan ang pinangangalagaan natin," Calinisan stressed.

National Police Commission (NAPOLCOM) Chief, Commissioner Ralph Calinisan, met with noted criminologists Prof. Chris Magno and Prof. Raymond Narag to discuss priority policy directions and reform initiatives in Philippine policing on January 28, 2026.

The meeting, held at the NAPOLCOM Central Office, provided a venue for substantive dialogue on evidence-based reforms, institutional accountability, community trust, and the strategic use of research and data in advancing professional and responsive policing.

Also present were Dir. Donna Lynn Caparas of the Crime Prevention and Coordination Service (CPCS); Dir. Christine Leones, CPCS; Dir. Marigold A. Alegria-Mendoza, Asst. Director of the Planning and Research Service (PRS); and Ms. Ellery Domingo - Dela Rea, PRS—highlighting NAPOLCOM’s integrated approach that brings together policy, legal, and research expertise.

NAPOLCOM emphasized the value of sustained engagement with the academic community to ensure that reform efforts are anchored on empirical evidence and responsive to both international standards and local contexts. Insights generated from the discussion will contribute to ongoing policy development and strategic initiatives aimed at enhancing police professionalism, accountability, and public trust.

The visit highlighted opportunities for collaboration, the strengthening of institutional partnerships, and ongoing crime prevention initiatives in cooperation with the Asia Crime Prevention Foundation (ACPF).

NAPOLCOM Chief, Commissioner Ralph Calinisan discussed the Commission’s continuing engagement with Japanese partners, particularly in providing scholarship support. He shared that a Japanese corporation has granted full scholarships to the children of police personnel and NAPOLCOM employees.

“The local firms here, we have strong ties with them and in fact, if I may also share that same Japanese group gave us full scholarships for the children of policemen and the children of our employees. So we have 12 full scholarships in any school from that Japanese corporation which we are also thankful for.”

Together with Commissioner Calinisan were Commissioner Beatrice Aurora A. Vega-Cancio, Commissioner Josephus G Angan, Deputy Executive Officer Arlene L. Castro-Co, and Director Donna Lynn A. Caparas.

NAPOLCOM Chief, Commissioner Ralph Calinisan led the Oath-Taking of the new officers and members of the Samahan ng Nagkakaisang PLEB ng Laguna (PLEBAL) during their organizational program held today at the NAPOLCOM Central Office in Quezon City.

The event was graced by Magdalena Mayor Dario A. Lapada, NAPOLCOM Regional IV-A Director Julieta M. Rañeses, and PLEBAL President Ms. Avelina Gironella-Sales, alongside PLEB members and regional stakeholders, in a collective affirmation of their commitment to accountability, community participation, and strengthened civilian oversight of police personnel.

In his inspirational message, Commissioner Calinisan underscored the crucial role of the PLEB in ensuring fairness, transparency, and justice in the police service. Drawing from his own experience as former head of the People’s Law Enforcement Board of Quezon City, he reaffirmed his strong support for empowering PLEBs nationwide.

“Nanggaling din ako sa PLEB. Alam ko ang bigat at hirap ng trabaho ninyo, pakikinig sa reklamo, paghahanap ng katotohanan, at paninindigan sa tama kahit mahirap. Pero tandaan natin, ang PLEB ay boses ng mamamayan. Hindi lang ito tungkol sa pagreklamo, kundi sa pakikilahok para itama ang mali at sabay-sabay tayong bumuo ng tiwala sa ating mga institusyon.”

READ PRESS RELEASE | Volunteer Firefighter Files Complaint vs. Marikina Police Officer; NAPOLCOM Pursues Motu Proprio Probe

Earl Joseph Lantin, a fire volunteer in Pasig City, has formally filed a complaint against Police Staff Sergeant (PSSg) Michelle Ram De La Paz before the Inspection, Monitoring, and Investigation Service (IMIS) of the National Police Commission (NAPOLCOM) following a now-viral video showing the police officer berating him during an incident in Marikina City.

NAPOLCOM Chief, Commissioner Ralph Calinisan, said the Commission had already initiated a motu proprio investigation immediately after the video came to its attention, stressing that the filing of the formal complaint allows for a comprehensive, impartial, and transparent determination of administrative accountability.

While PSSg De La Paz was promptly relieved from his post and placed under the Holding Unit of the Marikina Police Headquarters Support Service (HSS), Commissioner Calinisan emphasized that such action is only the beginning of the accountability process.

“Para malinaw: ang pananagutan ng pulis ay hindi natatapos sa agarang pagre-relieve,” Commissioner Calinisan said. “Bilang Pulis ng Pulis, tungkulin naming tiyakin na ang bawat pulis ay karapat-dapat magsuot ng uniporme at magbitbit ng badge.”

The Commission emphasized that its investigation will proceed independently, impartially, and thoroughly, consistent with its constitutional mandate to exercise administrative control and operational supervision over the Philippine National Police.

Commissioner Calinisan reiterated that respect for civilians and fellow public servants is non-negotiable and central to police professionalism. “Dapat igalang ang ordinaryong mamamayan, lalo na ang mga kapwa lingkod-bayan gaya ng ating mga volunteer firefighters. Ang mandato ng pulis ay malinaw: maglingkod at magprotekta sa sambayanan, sa lahat ng oras.”

LOOK | The National Police Commission (NAPOLCOM) joins the Justice Sector Coordinating Council (JSCC) 2nd National Decongestion Summit: Long-term Goals and Legal Reform on January 22, 2026 at the Manila Hotel.

This year’s summit seeks to further advance the decongestion of Philippine jails and prisons under the JSCC Project on Jail Decongestion, building on the gains of the first summit and focusing on long-term reforms.

Highlighting key reforms and innovations in the Philippine policing system, NAPOLCOM Chief Commissioner Ralph Calinisan graced the summit as the session speaker for “Performance Indicators for Law Enforcement Beyond Arrests,” where he underscored the Commission’s initiatives toward balanced policing ensuring justice is served lawfully, effectively, and humanely.

In his lecture he said “We are pro-reform. Everything is now under review, even the metrics of the PNP. We are currently advancing. A shift from arrest-centered measures, towards outcome-based indicators for effective and responsible policing.”

“Decongestion is not primarily about releasing people from jail. Decongestion is achieved by preventing unnecessary detention in the first place. This is why NAPOLCOM examines decongestion sensitive performance indicators that focus on how police discretion is exercised…discretion is not a weakness in policing, it is a core competency, a professional police officer should know when a custodial arrest is necessary to protect public safety and when it is not.”

Strengthening Inter-Agency Partnership: NAPOLCOM Region III and Bulacan PPO Coordination

Look | On January 21, 2026, NAPOLCOM Region III, through Atty. Rominagrace A. Yadao, Provincial Officer for Bulacan met with PLTCOL Lynelle F. Solomon, Chief of the Police Community Affairs and Development Unit (PCADU), and Mr. Raymart Martin, Non-Uniformed Personnel and CSOP Coordinator at Camp Gen. Alejo S. Santos, Malolos City for the coordination and preparatory meeting for the cascading of the Community and Service-Oriented Policing System. The meeting also focused on the program flow and key arrangements, including the incorporation of the lecture on the Deputation of Local Chief Executives (LCEs), the MOA presentation, and the possible engagement of a CSOP Subject Matter Expert from the NAPOLCOM Central Office, with regional support as contingency.

The National Police Commission (NAPOLCOM) welcomed the commendation of Department of the Interior and Local Government (DILG) Secretary Juanito Victor C. Remulla following his recognition of the Commission’s historic achievement of zero backlog cases during the 2026 New Year’s Call to the Secretary of the Interior and Local Government on January 21, 2026.

In his message, Secretary Remulla lauded NAPOLCOM for fulfilling its mandate for the first time since its inception, noting that the milestone signifies a justice system that is both responsive and efficient. He further stressed that zero backlog ensures swift justice for police personnel facing administrative cases and reinforces accountability within the Philippine National Police (PNP).

In response, NAPOLCOM Chief, Commissioner Ralph Calinisan expressed gratitude for the Secretary’s affirmation, emphasizing that the accomplishment reflects the Commission’s collective resolve to institutionalize timely and fair adjudication of cases.

“Ang papuring ito ay hindi lamang para sa NAPOLCOM bilang institusyon, kundi para sa bawat kawani na araw-araw na nagsisilbi nang tahimik at tapat. Ang zero backlog ay patunay na kapag may malinaw na direksyon at malasakit sa serbisyo, kayang maihatid ang katarungan nang hindi pinatatagal,” Commissioner Calinisan said.

He added that while the milestone is worth celebrating, it also raises the bar for the Commission’s future performance: “Hindi dito nagtatapos ang aming tungkulin. Ang hamon ngayon ay panatilihin ang bilis, kalidad, at integridad ng aming mga proseso upang matiyak na ang hustisya ay hindi lamang mabilis, kundi makatarungan at makatao.”

The conference highlighted the presentation of the 2025 NAPOLCOM Inspection and Assessment Results, detailing key findings, observations, and recommendations that underscore transparency, accountability, and continuous institutional improvement.

In his message, NAPOLCOM Chief, Commissioner Ralph Calinisan underscored, “Ako po ay anak ng pulis. Ang ibig sabihin po non, ako po ay kakampi ninyo. Ang buong Komisyon na nandito ay kakampi ninyo. Ito pong exercise we have right now is not a fault-finding exercise, this is a dialogue. Kailangan lang po natin talaga hanapin pa yung mga points of improvement. Ito po ang panahon kung saan napakaganda ang samahan ng PNP at ng NAPOLCOM.”

He also expressed his strong support to the PNP with the leadership of PNP Chief Nartatez. “We will support him, we will support your organization. Golden years po ng PNP ngayon with the leadership of General Nartatez. Ang gusto lang po namin talaga ay mapaganda ang serbisyo sa inyo, mapaganda ang serbisyo natin sa taumbayan. Let us work hand in hand, under this Commission, we will all work together. Together we will look for institutional changes which we will together implement.”

READ PRESS RELEASE | NAPOLCOM Orders Administrative Sanctions Against Police Officers Implicated in the Missing Sabungeros Case

The National Police Commission (NAPOLCOM) En Banc has resolved the administrative cases filed against twelve (12) Philippine National Police (PNP) personnel implicated in the disappearance of missing cockfighting enthusiasts, finding substantial evidence to hold them administratively liable for serious violations of police discipline and professional conduct.

Following a thorough evaluation of records and proceedings, the Commission imposed the maximum penalty of dismissal from the police service, with the accessory penalties of forfeiture of retirement benefits, cancellation of eligibility, and perpetual disqualification from holding any government positions, against eleven (11) police officers found culpable for six (6) counts of Grave Misconduct and one (1) count of Conduct Unbecoming of a Police Officer.

These are: PLTCOL Ryan Jay Orapa, PMAJ Mark Philip Almedilla, PEMS Aaron Ezrah Cabillan, PCMS Arturo Dela Cruz, Jr., PSMS Joey Encarnacion, PSMS Mark Anthony Manrique, PSMS Anderson Abary, PSSg Alfredo Andes, PSSg Edmon Muñoz, PCpl Angel Joseph Martin, and PSSg Renan Fulgencio.

Meanwhile, the Commission recommended to the Office of the President that PBGEN Romeo J. Macapaz be found administratively liable for Grave Misconduct and Conduct Unbecoming of a Police Officer, and be meted the penalty of dismissal from the police service, with the corresponding accessory penalties, subject to presidential approval as required for PNP officials with the rank of Police Colonel up to Police General.

NAPOLCOM Chief Commissioner Rafael Vicente R. Calinisan emphasized that the Commission opted not to release the NAPOLCOM resolutions in order to await the issuance of arrest warrants against all respondents.

“Kami ay handa at kaya namin ilabas ang desisyon within 60 days. Sa katotohanan niyan ready nga ho kami, ngunit nanghihingi po kami ng pag-unawa ng taumbayan kasi wala pa po yung mga warrants of arrest. Kaysa po i-dismiss namin ng maaga at hindi natin makita kung saan ise-serve yung warrant, minarapat na lamang po muna namin na hawakan yung aming desisyon para masigurado po na mase-serve po yung mga warrants of arrest dito po sa mga respondents na ito. So iniisip po natin yung hustisya para sa taumbayan,” Calinisan said.

Meanwhile, Director Mylene Eguilos-Caluya, head of the Legal Affairs Service, emphasized the importance of the complainants and their witnesses in ensuring justice for the victims. She highlighted that their participation was crucial for the Commission to thoroughly evaluate the cases and reach a fair decision. According to her, their role helped uphold accountability and integrity in the administrative process.

“NAPOLCOM assures the public that complaints are handled with due process, confidentiality, and independence. We exist to provide a credible forum where allegations of police misconduct are investigated thoroughly and decided fairly,” Commissioner Calinisan said.

LOOK | On January 15, 2026, the National Police Commission (NAPOLCOM) and the United Nations Office on Drugs and Crime (UNODC) convened at the UNODC Office in Mandaluyong City to reinforce their partnership on police reform, welfare, and accountability.

The meeting between the NAPOLCOM and the UNODC focused on possible institutional improvements in both the NAPOLCOM and the PNP.

NAPOLCOM Chief, Commissioner Ralph Calinisan, expressed his appreciation to the UNODC for its continued collaboration in support of the Commission’s crime prevention initiatives and future programs, reaffirming NAPOLCOM’s active role in fostering partnerships that promote public safety and effective police service.

The meeting brought together NAPOLCOM officials headed by Commissioner Calinisan with Commissioner Josephus G. Angan, Deputy Executive Officer Arlene L. Castro-Co, Crime Prevention and Coordination Service (CPCS) Dir. Donna Lynn A. Caparas, and Dir. Christine S. Leones. The UNODC representatives were Ms. Shella Marquez, Program Officer on Drugs; Atty. LOOK | Reinforcing institutional collaboration and support for police health services, National Police Commission (NAPOLCOM) Chief, Commissioner Ralph Calinisan, paid an official visit to the Philippine National Police (PNP) Health Service. He was welcomed by PBGEN Portia B. Manalad, Acting Director of Health Service, on January 15, 2026 at Camp BGen Rafael T. Crame, Quezon City.

Recognizing their dedication and invaluable contributions to public service, Commissioner Calinisan affirmed his strong support to the PNP Health Service: “I will be the last person to tarnish the good reputation of the PNP, kasi naiintindihan ko kayo, kasama ninyo ako.”

He further emphasized: “I acknowledge the service that you’ve done, naiintindihan ko po ang hirap at sakripisyo ninyo. Kakampi ninyo po ako sa NAPOLCOM.”

In response to the circulation of a viral post detailing the alleged incident, NAPOLCOM Chief, Commissioner Ralph Calinisan, immediately directed a thorough investigation and the filing of appropriate administrative charges.

He further reaffirmed NAPOLCOM’s steadfast commitment, together with the Philippine National Police (PNP), to safeguard the rights and welfare of the public:

“We are all serious. Yun pong leadership po ng PNP at NAPOLCOM Commissioners, kami pong lahat ay nagtutulungan para linisin ang hanay ng ating kapulisan. Tatanggalin ho natin ang mga bugok na pulis at mga abusadong pulis.
