Dir. Julieta P. Rañeses, MNSA, CESO IV, graced the regular monthly meeting of the Pampanga Press Club dubbed as “Kapihan” on September 6, 2023, at Swissotel, Clark, Pampanga. During the radio interview, Dir. Rañeses briefed the press on the National Police Commission’s services, with an emphasis on the 29th National Crime Prevention Week Celebration. She highlighted the importance of the active engagement of the community in crime prevention and suppression. Thus, she enjoined everyone to participate in the week-long celebration.
Dir. Julieta P. Rañeses, MNSA, CESO IV, led the signing of the Memorandum of Agreement (MOA) on the Community and Service-Oriented Policing (CSOP) System of the Municipalities of Castillejos and Subic, Zambales, on August 2, 2023, conducted at Castillejos Municipal Hall, Castillejos, Zambales. The MOA was entered into by the triumvirate composed of Castillejos Mayor, Hon. Jeffrey D. Khonghun, and Subic Mayor, Hon. Jonathan John F. Khonghun; PMaj. Michael R. Udal and PLt. Col. Rommel E. Geneblazo, Chiefs of Police of Castillejos and Subic, respectively; and Representatives from various sectors and stakeholders. The signing was also witnessed by Atty. Kristofferson D. Diwas, NAPOLCOM Provincial Officer for Zambales and PCol. Ricardo S. Pangan, Jr., Provincial Director of Zambales Police Provincial Office. During the meeting, both local chief executives expressed their utmost support and cooperation to the programs and projects of the NAPOLCOM and PNP to ensure the peace and order and public safety in the community.
Dir. Julieta P. Rañeses, MNSA, CESO IV, culminated the celebration of the 28th Police Community Relationship (PCR) Month with the theme, “Serbisyong Nagkakaisa para sa Ligtas at Maunlad na Pamayanan,” during the Monday Flag Raising Ceremony at Police Regional Office No. 3, Camp Olivas, City of San Fernando, Pampanga, on July 31, 2023. Dir. Rañeses congratulated the PRO3 on the successful conduct of the activities during the PCR Month Celebration. She further encouraged that these activities should not only be undertaken during July but all year round as police and community partnership plays an integral role in the maintenance of peace and order and public safety. The activity was also highlighted with the awarding of personnel in recognition of their outstanding efforts and significant PCR activities within the Region.
Dir. Julieta P. Pascual, Provincial Director, Aurora PPO and Chiefs of Police from different police stations in Aurora) and Dir. Rañeses. The signing was also witnessed by Dir. Ener P. Cambronero, CESE, DILG Provincial Director for Aurora and Ms. Doly Q. Porqueriño, NAPOLCOM Provincial Officer for Aurora. During the activity, lectures on Peace and Order and Public Safety (POPS) Plan Formulation, Community and Service-Oriented Policing (CSOP) System and Powers and Functions of Local Chief Executives as NAPOLCOM Deputies were conducted. The CSOP MOA intends to strengthen the system of coordinative and cooperative mechanisms through the establishment of the triumvirate with the end in view of promoting and enhancing peace and order and public safety in the locality.
Dir. Julieta P. Raňeses, MNSA, CESO IV, graced the PNP Gender Sensitivity Training and Seminar Workshop for members of the Gender and Development Focal Point System (GFPS) Executive Committee (EXECOM) as the Guest of Honor and Speaker on July 18-20, 2023, at MG Grand Hotel, Subic Bay Freeport Zone, Subic, Zambales. In her speech, Dir. Raňeses encouraged PNP EXECOM to integrate gender issues and concerns in the formulation of strategies and policies to ensure that the PNP organization remains gender-responsive. She further reminded the participants that the main goal of gender and development is to eliminate all forms of discrimination and marginalization so that everyone can have equal access and opportunity to basic services. The training, which was initiated by the PNP Directorate for Police Community Relations, was a part of the month-long celebration of Police Community Relations Month with the theme, “Serbisyong Nagkakaisa para sa Ligtas at Maunlad na Pamayanan”.
Atty. Rominagrace A. Yadao, Provincial Officer of Bataan, graced the Culminating Program of the PCR Month on July 31, 2023, held at Bataan PPO, Camp Cirilo Tolentino, Balanga City, Bataan. The program was attended by the key officers, Chiefs of Police led by PCol. Palmer Z. Tria, Provincial Director of Bataan PPO. Atty. Yadao served as the Guest of Honor and Speaker as she emphasized that shared responsibility is a crucial pillar of success. Every agency in the government must collaborate to create a community with shared opportunities and shared benefits to pave the way for a peaceful, orderly, and progressive Bataan. Furthermore, Atty. Yadao was able to speak with the key officers and convey the message that NAPOLCOM is a partner in their efforts to better serve the public.
Dir. Julieta P. Raňeses, MNSA, CESO IV, led the NAPOLCOM R3 contingents in the Tree Planting Activity conducted on July 13, 2023, at the Crucifixion site, Brgy. San Pedro Cutud, City of San Fernando, Pampanga. The activity was initiated by the Regional Police Community Affairs and Development Division (RCADD) headed by PCol. Marites Salvadora in coordination with Brgy. San Pedro Cutud under the chairmanship of Hon. Mat Ryan Dela Cruz. The tree planting activity is a part of the month-long celebration of Police Community Relations Month with the theme, “Serbisyong Nagkakaisa para sa Ligtas at Maunlad na Pamayanan”.
Dir. Julieta P. Raneses, MNSA, CESO IV, officially opened the celebration of the 28th Police Community Relations Month with the theme, “Serbisyong Nagkakaisa para sa Ligtas at Maunlad na Pamayanan,” during the Flag Raising Ceremony at Police Regional Office No. 3, Camp Olivas, City of San Fernando, on July 3, 2023. Hon. Viandrei Nicole J. Cuevas, Mayor of Palayan City, Nueva Ecija, graced the kick-off ceremony as the Guest of Honor and Speaker. During the ceremony, personnel from the Regional Community Affairs and Development Division (RCADD) were accorded with medals in recognition of their significant accomplishment in the field of police-community relations. The PCR Month is being celebrated every July of each year pursuant to Presidential Proclamation No. 764 issued on January 24, 2005. It aims to foster closer interaction between the community and the police in handling peace and order situations and to enhance police image in order to gain support from the community for the effective discharge of police functions in the attainment of a peaceful and orderly society.

PBGen. Jose S. Hidalgo, Jr, PRO3 Regional Director, officiated the oath-taking and donning of ranks of PCol. Fe G. Greñas, Chief, Regional Information and Communications Technology Division and PCol. Jean I. Dela Torre, Chief, Regional Comptrollership Division.
Dir. Julieta P. Rañeses, MNSA, CESO IV, attended the PRO3 Institutionalization Evaluation Process (IEP) Third-Party Audit Exit Briefing on June 1, 2023, at Police Regional Office No. 3, Camp Olivas, City of San Fernando, Pampanga. During the conference, PBGen. Victor V. Arevalo, Director, Center for Police Strategy Management (CPSM), presented the IEP Audit Findings wherein he commended the PRO3 for achieving exemplary results, thus, PRO3 is found to be ready for revalidation.
Dir. Julieta P. Raňeses, MNSA, CESO IV, Regional Director, together with Atty. Sim C. Flores, Provincial Officer for Tarlac, attended the “Lab for All” as part of the 150th Founding Anniversary of the Tarlac Province conducted on May 30, 2023, at Diwa ng Tarlac, Bulwagan ng Kanlahi, Tarlac City, Tarlac. The said activity was part of the campaign of Atty. Marie Louise Araneta-Marcos, First Lady of the Republic of the Philippines. This momentous event was attended by the first lady herself, Atty. Benjamin “Benhur” Abalos Jr. (Secretary of the Interior and Local Government), USEC. Enrique Tayag (Undersecretary for Health for FICT North and Central Luzon), Hon. Caroline Tanchay of SAGIP Partylist, Hon. Susan A. Yap (Governor of Tarlac). After the program, interfacing with Tarlac Local Chief Executives, Sanggunian Members, and Heads of various government agencies was conducted.
Commissioner Ricardo P. Bernabe III, Supervising Commissioner for NAPOLCOM Region 3, was warmly welcomed by NAPOLCOM R3 Regional Director Julieta P. Raňeses, MNSA, CESO IV, Police Regional Office 3 Regional Director PBGen. Jose S. Hidalgo, Jr, key officers, and staff of PRO3 during his Executive Visit on May 18, 2023. Thereafter, Comr. Bernabe III proceeded to Pampanga Police Provincial Office for another Executive Visit where he was graciously received by Pampanga PPO officials led by Provincial Director PCol. Levi Hope B. Basilio. During the meeting, PRO3 and Pampanga PPO presented their accomplishments for the period January to April 2023, and several issues and concerns were likewise raised. Comr. Bernabe III commended both Offices for their performance and further pledged to review policy gaps noted during the discussion with the end in view of uplifting PNP image as well as the morale and welfare of PNP personnel.
Commissioner Ricardo P. Bernabe IlI, Supervising Commissioner, joined the NAPOLCOM Regional Office No. 3 in the commemoration of its 37th Founding Anniversary on May 18, 2023. The celebration kicked off with a donation drive to the kids housed at the Reception and Study Center for Children (RSCC) located at Prado Siongco, Lubao, Pampanga. At the RSCC, the activity was highlighted by games, interaction with the children, and the distribution of loot bags to sixty-six (66) children. Thereafter, team building was conducted to strengthen the spirit of kinship among the NAPOLCOM R3 employees at Atlantis Resort Ph at Porac, Pampanga.
Dir. Julieta P. Raňeses, MNSA, CESO IV, attended the 2nd Quarter Meeting of the Sectoral Committee on Development Administration (SCDA) of the 17th Regional Development Council III on May 16, 2023, at NEDA Regional Office 3 Building, Diosdado Macapagal Government Center, City of San Fernando, Pampanga. During the meeting, Dir. Raňeses presented the 2023 National Crime Prevention Program which focuses on three (3) thematic areas – Organized Crimes, Cybercrime, and Crimes Against Women and Children. The Committee headed by Hon. Christian M. Noveras, SCDA Chairperson, and its member-agencies recommended additional programs, strategies, and activities that could be adopted to enhance the NCPP before its endorsement to the Regional Development Council 3. At the end of the meeting, the Committee expressed its full support for the implementation of the NCPP in the Regional Office to ensure peace and development in Central Luzon.
Dir. Julieta P. Raňeses, MNSA, CESO IV, graced the Traditional Flag Raising Ceremony at Police Regional Office 3 as the Guest of Honor and Speaker on May 15, 2023. During her speech, Dir. Raňeses talked of the challenges besetting the PNP but she encouraged everyone to greet these challenges with courage, resilience, and honor. She further stressed that challenges can make one strong and even better in the performance of one’s sworn duties. She also emphasized that NAPOLCOM, as the overseer of the PNP, would like to see PNP personnel being held on the pedestal by the public and this can be achieved through the close collaboration and great partnership of NAPOLCOM Regional Office 3 and PRO3. Dir. Raňeses, assisted by the Command Group, likewise pinned the medals to deserving Regional Internal Affairs 3 personnel for their commendable performance.
Dir. Julieta P. Rañeses, MNSA, CESO IV, graced the Retirement Honors for PMGen. Valeriano T. De Leon, Director for ICT Management, on May 5, 2023, at Camp BGen. Rafael T. Crame, Quezon City. PMGen. De Leon served as the partner of NAPOLCOM Regional Office No. 3 when he was designated as the Regional Director of Police Regional Office No. 3 from October 7, 2020, to November 1, 2021.
Dir. Julieta P. Raňeses, MNSA, CESO IV, attended the 2nd Quarter Meeting of the Regional Peace and Order Council (RPOC) 3 on May 9, 2023, held at Subic Bay Travelers Hotel, Subic Bay Freeport Zone. Governor Hermogenes E. Ebdane Jr. (RPOC Chair), presided over the meeting, which was attended by various Local Chief Executives from Region 3 and RPOC member agencies. During the meeting, the Council discussed the present situation of the peace and order program, internal peace and security, crime, and illegal substances in Region 3.
Atty. Sim C. Flores, NAPOLCOM Provincial Officer of Tarlac and Vice Chairperson, Tarlac Provincial Law Enforcement Coordinating Committee (PLECC), presided the 4th Monthly PLECC Meeting on April 25, 2023, held at Tarlac Police Provincial Office, Camp Macabulos, Tarlac City, Tarlac. The hybrid (face-to-face and virtual) meeting was attended by various members of the PLECC and the following were discussed: Updates on COVID-19 Cases and Vaccination Operation by DOH, Crime Environment for the period March 24-April 24, 2023, with a focus on the PPO’s Campaign against loose firearms in preparation for the Barangay and Sangguniang Kabataan Election 2023 and Deployment of personnel for SUMVAC Operation, Anti-Cybercrime Plans Programs of the NBI and Updates on Tourism Activities in the province. For his closing message, Atty. Flores expressed his gratitude to all the members of the PLECC for their active participation in the activities of the committee, thereby fostering a cohesive coordination of law enforcement agencies which contributes to the maintenance of peace and order as well as public safety in the province.
Atty. Rominagrace A. Yadao, NAPOLCOM Provincial Officer of Bataan, attended the 2nd Quarter Provincial Management Coordinating Committee (PMCC) meeting held at the Municipal Executive Hall of Dinalupihan, Bataan, on April 20, 2023. The meeting was presided by Dir. Belinda T. Herman, Provincial Director, DILG Bataan and graced with the presence of Dr. Bong Galicia from the Office of the Governor and Board Member Popoy Del Rosario. DILG awarded livelihood assistance to two former insurgents under the DILG’s Enhanced Comprehensive Local Integration Program (e-CLIP) and witnessed by the members of the committee. Thereafter, representatives of the member agencies of the DILG Family presented updates on their accomplishments. Atty. Yadao committed the unwavering support of NAPOLCOM on all matters of mutual concern to help maintain peace and order in the province of Bataan. Dir. Herman ended the program by expressing her gratitude to NAPOLCOM for facilitating the PLEB Training for Bataan.
Dir. Julieta P. Rañeses, MNSA, CESO IV, graced the 2023 1st Quarter Joint Regional Peace and Order Council III (RPOC-3) Meeting at Kingsborough International Convention Center, City of San Fernando, Pampanga, on March 29, 2023. The meeting sought to discuss the significant accomplishments, issues, recommended measures/interventions, and ways forward in the following areas: Peace and Order Program (DILG Regional Office 3), Internal Peace and Security (7th Infantry Division, Philippine Army), Criminality (Police Regional Office 3), Illegal Drugs (Philippine Drug Enforcement Agency Regional Office 3). Lastly, presentation of the RPOC Resolution for approval entitled “A Resolution on the Reorganization of the Central Luzon Regional Peace and Order Council for the Term 2023-2025”.
Atty Sim C. Flores, NAPOLCOM Provincial Officer of Tarlac and Vice Chairperson of Tarlac Provincial Law Enforcement Coordinating Committee (PLECC), presided the 3rd Monthly PLECC Meeting on March 30, 2023, held at Tarlac Police Provincial Office, Camp Macabulos, Tarlac City, Tarlac. During the meeting, the Council discussed the following: Updates on COVID-19 Cases and Vaccination Operations, Crime Environment, Status of Barangay Drug Clearing Operations, SUMVAC Public Safety Management and Deployment Plan, and Status of application for LTO deputation. Thereafter, Atty. Flores thanked all the members of PLECC for their closer cooperation and coordination in ensuring the enforcement of laws, thus, maintaining the peace and order situation in the province.
Dir. Julieta P. Rañeses, MNSA, CESO IV, visited the wake of the slain Chief of Police of San Miguel Police Station PLt. Col. Marlon P. Serna on March 29, 2023, in Sta. Rosa, Nueva Ecija. Dir. Rañeses conveyed her condolences as well as the financial assistance of the NAPOLCOM Regional Office 3 to the bereaved family of PLt. Col. Serna. She likewise informed the family of the benefits due to them as per NAPOLCOM MC No. 2021-004.
The National Police Commission Regional Office No. 3, spearheaded by Dir. Julieta P. Rañeses, MNSA, CESO IV, and with the assistance of the NAPOLCOM Provincial Officer For Tarlac, Atty. Sim Flores and in coordination with the Department of Interior and Local Government (DILG) Tarlac Provincial Office, conducted a capacity development training for Tarlac PLEB members entitled: “RECHARGE: Retooling on Effective Case Handling and Reporting of Grievances vs. Erring Officers” at Vista Marina Hotel and Resort, Subic Bay Freeport Zone on March 27-29, 2023. The two-day Seminar-Workshop includes discussions on the Composition of the People’s Law Enforcement Board (PLEB), the Salient Provisions of NAPOLCOM MC No. 2016-002, Fundamental Principles of Evidence, Case Management, and Drafting of Decisions. Similarly, a Workshop was conducted in which participants had the opportunity to implement, utilize, and apply the topics they gained throughout the lectures. Dir. Rañeses expressed her heartfelt gratitude for the unwavering support of the DILG-Tarlac and the LMP-Tarlac Chapter headed by Mayor Estelita Aquino in capacitating PLEB members in order for them to effectively discharge their duties mandated by law. Also, Dir. Rañeses likewise thanked the PLEB members for their commitment in ensuring the attainment of just and expeditious disposition of administrative cases and utmost discipline in the police service.
Atty. Rominagrace A. Yadao, Provincial Officer of Bataan, rendered a courtesy visit to the new Provincial Director of Bataan Police Provincial Office, PCol. Palmer Z. Tria, on March 24, 2023, at Bataan PPO, Camp Cirilo S. Tolentino, Balanga City, Bataan. They discussed the prevalent reasons for the dismissal of drug cases in Bataan, processing police benefit claims, applications for promotional examination, and a strong collaboration of PNP, PDEA, and OLEAs. Also, they planned an executive visit to the Regional Director of NAPOLCOM Region 3. During the dialogue, Atty. Yadao assured PCol. Tria for her continuous support, as well as the Regional Office, for the programs and projects that would greatly help in the achievement of the goals and objectives of the Bataan Police Provincial Office and the PNP, as a whole.
Dir. Julieta P. Rañeses, MNSA, CESO IV, served as the Guest of Honor and Speaker during the Flag Raising Ceremony and 2023 National Women’s Month Celebration of the Regional Training Center 3 on March 20, 2023. Dir. Rañeses was warmly welcomed by PCol. Lenbell J. Fabia, Chief, Regional Training Center 3 together with the other key officials and staff. The activity commenced with the traditional flag ceremonies and highlighted by skills demonstration on arnis and all women-police trainees pistol and rifle drill. In her speech, Dir. Rañeses stressed overcoming various challenges as a woman-leader. She likewise reminded the leadership (PSJLC, PSSLC and PSOCC) trainees of the traits that a leader must possess in order to steer the organization towards the achievement of its mission and vision. Dir. Rañeses further emphasized that leadership in public service is not a position or privilege but about stewardship and responsibility.
Through the leadership of the Regional Director, Dir. Julieta P. Rañeses, MNSA, CESO IV, and with the assistance of the NAPOLCOM Provincial Officer, Atty. Rominagrace A. Yadao and in coordination with the Department of the Interior and Local Government (DILG) Bataan Provincial Office, conducted a capacity development training at the Vista Marina Hotel and Resort, Subic Bay Freeport Zone on March 14 and 15, 2023. The two-day Seminar-Workshop includes discussions on the Composition of the People’s Law Enforcement Board (PLEB), the Salient Provisions of NAPOLCOM MC No. 2016-002, Fundamental Principles of Evidence, Case Management, and Drafting of Decisions. On the second day, Atty. Yadao facilitated a Workshop in which the participants had the opportunity to implement, utilize, and apply the topics they gained throughout the lectures. Dir. Rañeses expressed her heartfelt gratitude for the unwavering support of the DILG-Bataan in capacitating PLEB members in order for them to effectively discharge their duties mandated by law. Also, she emphasized that NAPOLCOM shall continuously work hand in hand with the PLEB as well as other government agencies to ensure that Bataan police officers are well-disciplined and serve as epitomes of good public servants.
Regional Director Julieta P. Rañeses, MNSA, CESO IV, together with PBGen Jose S. Hidalgo, Jr., PRO3 Regional Director, paid a courtesy visit to Hon. Jose Enrique S. Garcia III, Provincial Governor of Bataan on March 14, 2023, at Bataan Provincial Capitol, Balanga City, Bataan. During the meeting, the parties discussed peace and order situation with emphasis on the illegal drug problem in the province. The PNP, LGU, and NAPOLCOM, vowed to enhance their partnership and strengthen their collaborative efforts in maintaining a peaceful and progressive “One-Bataan”.
Ms. Doly Q. Porqueriño, Acting Chief, Administrative Division, and Provincial Officer for Aurora, attended and participated in the Provincial Advisory Group for Police Transformation and Development (PAGPTD) regular meeting which was presided by Atty. Jesse P. Pimentel, PAGPTD Chairperson, on February 28, 2023, held at Camp Captain Victor V. Ravina, Brgy. Sabang Baler, Aurora. During the aforementioned meeting, the following matters were discussed: the presentation of PAGPTD Approved and Signed Resolution No. 2022-005 "Resolution Changing the Nature, Name, and Purpose of the Building Being Constructed as an Ecumenical Chapel for Aurora PPO", and Other Matters. Concurrently, Ms. Porqueriño met with PCol. Myles Angel S. Pascual, Provincial Director of Aurora PPO, to discuss the province’s peace and order and consolidate the crime situation report for the month of February 2023. Simultaneously, she had meetings with Ms. Cecilia G. Rubio, MLGOO, regarding the Quarterly Crime Situation Assessment in the DILG-Provincial Office of Aurora, as well as with Atty. Ener Cambronero, OIC-Provincial Director of DILG Aurora, in the coordination of the Schedule of People’s Law enforcement Board (PLEB) Capability Development for PLEB matters for the four (4) municipalities, specifically Dinalungan, Casiguran, Dilasag, and Dingalan Aurora.
Dir. Julieta P. Rañeses, MNSA, CESO IV, together with Atty. Garry S. Segarra and Mr. Efren L. Rodriguez participated in the nationwide advocacy program implemented by the DILG along with partner National Government Agencies (NGAs) entitled “Buhay Ingatan, Droga’y Ayawan (BIDA) Program” which aims to raise awareness and encourage community participation in drug demand reduction at CDC Parade Grounds, Clark Freeport Zone, Angeles City, Pampanga, on March 5, 2023. Before the fun run, at around 5:30 AM, a Zumba was conducted as a warm-up attended by Dir. Rañeses together with NAPOLCOM personnel, top officials of DILG R3 headed by Atty. Anthony Nuyda, BJMP Regional Director Rebecca Pawid and staff, PNP headed by PLt. Gen. Rhodel Sermonia, PRO3 Regional Director Jose Hidalgo Jr., all PNP Provincial Directors, Local Chief Executives (LCEs) from Pampanga and Tarlac provinces, LGU contingents, other NGAs and civilians who registered from the different provinces or approximately 10,000 individuals who pledged their commitment to support the campaign against illegal drugs. After the awarding ceremony for the fun run, all top officials proceeded to Royce Hotel for a forum/dialogue, except for the PNP officials who will be attending the drug symposium for the youth which will be simultaneously held. The forum was attended by Local Chief Executives (LCEs) of Pampanga headed by Governor Dennis Pineda and Vice Governor Lilia Pineda, DILG officials from the Central Office and Regional 2 Office, and other staff. Discussed were the prevailing peace and order concerns within the province which mostly delved with the proliferation of illegal drugs.
Ms. Doly Q. Porqueriño, Acting Chief Administrative Division, and Program Advisory Council (PAC) member, graced the 10th PAC meeting and served as one of the distinguished guests, which was presided by Dr. Niño M. Kabiling, Dean of CCJEF, on February 21, 2023, at Holy Angel University, Angeles City, Pampanga. The meeting was attended by Dr. Al D. Biag, OIC-Vice President for Academic Affairs, PAC members, Representatives from different agencies, and student representatives with their parents. During the meeting, the following agenda were presented; the new BS Criminology and Forensic Science Curriculum, upcoming plans and programs, CCJEF and Practicum updates, and other matters. The aforementioned meeting aims to forge a partnership between industry and the academe to develop curriculum and educational innovations to ensure graduates meet industry and professional needs.
Ms. Doly Q. Porqueriño, Acting Chief, Administrative Division, and Provincial Officer for Aurora, conducted an annual self-report survey in the municipalities of Aurora down to the barangays. Concurrently, she initiated a dialogue with PMAJ. Eduardo S. Mendoza Jr., COP of the Baler Municipal Police Station, as well as PMAJ. Jeffren B. Javar, COP of Maria Aurora MPS, together with PSMS. Angelo Gawat, and Hon. Gemma H. Alay-ay, Barangay Captain of Detailen, Maria Aurora, on February 16–18, 2023. During their conversation, she conferred with said officials about the Provincial Crime Situation Assessment and compiled the statistical data needed.
Dir. Julieta P. Rañeses, MNSA, CESO IV, graced the Retirement Honors for PRO3 Regional Director PBGEN. Cesar R. Pasiwen who recede from the PNP police service and handed up his position to PBGEN. Jose S. Hidalgo, Jr.. The Change of Command Ceremony was held on February 22, 2023, at Camp Olivas, City of San Fernando, Pampanga, with PNP Chief Rodolfo S. Azurin, Jr. as the Presiding Officer.
Dir. Julieta P. Rañeses, MNSA, CESO IV, actively participated in the Coordination Meeting as one of the member agencies of the Regional Management Coordinating Committee III, to discuss the details of the implementation and Regional Launching of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program on February 21, 2023, at the DILG Regional Office III Conference Room, DMGC, Brgy. Maimpis, City of San Fernando, Pampanga.
Dir. Julieta P. Raneses, MNSA, CESO IV, participated in the Adjudication of Claims for Reimbursement of Hospitalization Expenses (RHE) filed by PRO3 police officers on February 14, 2023, at PRO3 Post Conference Room, Camp Olivas, City of San Fernando, Pampanga. The Adjudication Board, headed by PBGen. Enrico H. Vargas (DRDA), reviewed and evaluated the claims of nine (9) police officers for reimbursement of hospital expenses as per PNP MC No. 2021-040. Dir. Raneses, together with Ms. Jomaica S. Adriano (Financial Claims Examiner II), witnessed the proceedings of the aforementioned Board.
In order to hone the competencies in firearms safety and proper gun handling, the NAPOLCOM R3, in coordination with the Regional Learning and Development Doctrine Division (RLDDD), conducted a two-day Basic Weaponry and Firearms Proficiency Training on February 14-15, 2023. The training was undertaken in two phases – Day 1 was the lecture proper where all employees were oriented on the fundamentals of marksmanship; four (4) cardinal rules of gun safety; assembly and disassembly of firearms; Malfunction drills and Diagnosis; Basic Gun Handling and Provisions of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act). Day 2, on the other hand, was the Basic Live Fire/Practical Exercises where the employees were given the opportunity to apply the principles they learned from the lectures. At the end of the training, employees were given Certificates of Participation/Completion for their active participation. PCOL. Maharlika Oscar C. Villas, Chief, RLDDD, and the Range Officers/Instructors were also given Commendations and simple tokens of appreciation for their invaluable support to the programs of the NAPOLCOM R3.
Atty. Kristofferson D. Diwas (Chief, Regional Investigation Unit) participated in the deliberation of recommendees for the Certification Program of Investigators, Detectives, and Case Managers of Police Regional Office 3 on February 16, 2023, at PRO3 Camp Olivas, City of San Fernando, Pampanga. The said activity was presided by PCOL. Jay R. Cumigad (DRDO/Chairperson) together with seven (7) other members of the Board coming from different offices of PRO3, NAPOLCOM R3, and the civilian sector. Eleven (11) recommendees from various City/Police Provincial Offices were evaluated by the Board and submitted to the National Certification Board and the PNP Chief for certification pursuant to NAPOLCOM MC No. 2020-006.
Dir. Arlene L. Castro-Co, MPSA, Assistant Regional Director and PAGPTD Chairperson, spearheaded the joint meeting of the Provincial Advisory on Police Transformation and Development (PAGPTD) and the City/Municipal Advisory Group (C/MAGPTD). The meeting was attended by PCOL. Relly B. Arnedo, Provincial Director of Bulacan, Technical Working Group Members, and respective representatives from Cities and Municipalities of Bulacan on February 9, 2023, held at Ponce Hall, Hiyas ng Malolos, Bulacan. The abovementioned meeting aims to strengthen the partnership with its Provincial Advisory Group in order to achieve its mission and vision through the PNP's Integrated Transformation Program Performance Government System (ITP-PGS). It was also intended to improve continuous coordination and cooperation within the PNP organization on its platform and projects in order to better serve the community.
Atty. Rominagrace A. Yadao (Provincial Officer for Bataan) participated in the 1st Quarter Bataan Provincial Management Coordinating Council Meeting on February 7, 2023, at Bureau of Jail Management and Penology (BJMP) District Jail, Orani, Bataan. During the meeting, Atty Yadao as well as the representatives from other agencies, namely: PNP, PDEA, AFP, BJMP, and BFP presented their office’s plans, programs, and activities in order to ensure the attainment of a peaceful, progressive, and vibrant Bataan. Dir. Belina Herman, DILG Provincial Director, directed the City/Municipal Local Government Operations Officers to reorganize the People’s Law Enforcement Boards (PLEBs) in their respective localities and coordinate with the League of Mayors for the possible conduct of capability enhancement for the PLEBs.
Dir. Julieta P. Rañeses, MNSA, CESO IV, graced the 1st Quarter 2023 Regional Law Enforcement Coordinating Committee 3 Meeting at PRO 3, Capt. Julian Olivas, City of San Fernando, Pampanga, on February 3, 2023, with PBGen. Cesar R. Pasiwen, Regional Director of PRO 3, served as presiding officer. Thereafter, they discussed the measures undertaken on actionable items. During the briefing, the following issues were presented: the current threat situation in Central Luzon, Departments’ and Bureaus’ plans, programs, and accomplishments, and PRO 3 Anti-Criminality Campaign.
Dir. Julieta P. Rañeses, MNSA, CESO IV, met with PCol. Maharlika Oscar C. Villasis (Chief, Regional Learning and Doctrine Development Division (RLDDD), PRO3) regarding the proposed Basic Weaponry and Firearms Proficiency for NAPOLCOM R3 personnel on January 30, 2023, at Camp Olivas, City of San Fernando, Pampanga. The dialogue aimed to request the assistance of the RLDDD in the conduct of lectures and training on Basic Firearms Handling and Gun Safety Protocols. During the meeting, PCol. Villasis expressed the support and cooperation of the RLDDD in the said undertaking and other future activities of the NAPOLCOM R3.
Dir. Julieta P. Rañeses, MNSA, CESO IV, initiated the conduct of a second dialogue with Regional Medical and Dental Unit 3 officials led by PLt. Col. Jesus S. Ostrea III regarding the processing and evaluation of applications for police benefit claims on January 24, 2023, at RMDU3 Office, Camp Olivas, City of San Fernando, Pampanga. The proposed Memorandum of Agreement to facilitate the evaluation of medical reimbursements was discussed and opened for suggestions and recommendations of both parties in order to arrive at procedures most beneficial to the PNP. At the end of the meeting, Dir. Rañeses expressed her gratitude to RMDU 3 officials and staff for their continuous cooperation with NAPOLCOM Regional Office No. 3’s activities and undertakings.
Atty. Rominagrace A. Yadao (Provincial Officer for Bataan), in collaboration with the Bataan Police Provincial Office under the leadership of PCol. Romell A. Velasco (Provincial Director), spearheaded the conduct of Dialogue and Case Review of Dismissed Drug Cases on January 20, 2023, at Bataan PPO, Camp Cirilo S. Tolentino, Balanga City, Bataan. The consultative dialogue were attended by Atty. Melvin Padaoan (Representative from Regional Legal Office 3), Bataan Chief, PIDMB, and Investigators from all stations of Bataan PPO. Said activity aims to address the increasing number of Court decisions dismissing drug cases on the basis of technicalities and violation of provisions of Republic Act No. 9165. As a result of the dialogue, Investigators manifested their willingness to undergo further training and mentoring on the Drafting of Affidavits and Effective Prosecution of Drug Cases.
Dir. Julieta P. Rañeses, MNSA, CESO IV, participated actively in the Regional Awarding for Top Performing Provincial, City, and Municipal Anti-Drug Abuse Councils (ADACs) at the Kingsborough International Convention Center, City of San Fernando, Pampanga on January 16, 2023. The Department of the Interior and Local Government (DILG) recognized and awarded outstanding LGUs who obtained passing scores in both functionality and awarding assessments in relation to the implementation, monitoring, and evaluation of anti-illegal drug activities in their AORs.
Dir. Julieta P. Raneses, MNSA, CESO IV, graced the oath-taking, pinning, and donning of ranks of PRO3 newly promoted Police Commissioned Officers (PCOs) and Police Non-Commissioned Officers (PNCOs) on January 10, 2023, held at the PRO3 Parade Grounds, Camp Olivas, City of San Fernando, Pampanga. The activity was administered by PRO3 Regional Director PBGen. Cesar R. Pasiwen and conducted simultaneously in all Police Provincial Offices/City Police Offices under its jurisdiction wherein a total of 362 PCOs and 2,817 PNCOs were promoted to the next higher rank.
The NAPOLCOM Vice-Chairperson and Executive Officer, Comm. Alberto A. Bernardo, CESO I, with Dir. Evangeline R. Almirante (Staff Service Chief, Planning and Research Service), together with Dir. Julieta P. Raňeses, MNSA, CESO IV (Regional Director), and members of the NAPOLCOM R3 Management Team, spearheaded the conduct of a Consultative Dialogue on the Proposed Bill Uplifting PNP Morale and Welfare and for other purposes, with PRO3 Officials on January 9, 2023, at Camp Olivas, City of San Fernando, Pampanga. Comm. Bernardo discussed the proposed amendments to Republic Act No. 6975 before 36 PRO3 officials consisting of the Command Group, Directorial Staffs and Chiefs of Regional Support Units, and one hundred forty-one (141) virtual attendees composed of Provincial/City Directors, Heads of Units and Chief of Police. The dialogue aimed to collect inputs, and suggestions as well as issues and concerns besetting the PNP morale and welfare. PBGen. Cesar DR Pasiwen (PRO3 Regional Director) expressed his gratitude for being consulted prior to the submission of the bill to Congress.
In the spirit of thanksgiving and sharing, the NAPOLCOM Regional Office No. 3 under the leadership of Dir. Julieta P. Rañeses, MNSA, CESO IV, conducted a donation drive to the Reception and Study Center for Children (RSCC) at Lubao, Pampanga, and Bahay Pag-ibig at Telabastagan, City of San Fernando, Pampanga, on January 6, 2023. The Office donated various groceries consisting of food, milk, and other basic needs of children and the elderly. Both institutions have been the recipient of donations from the Office throughout the years. The RSCC caters to children who were either abandoned, abused, or victims of human trafficking while Bahay Pag-ibig is the home for the abandoned aged, sick, and dying elders.
